ETIAS & Montenegro: What You Need to Know
How the EU's new travel authorization system affects your Montenegro trip
ETIAS is NOT required to enter Montenegro
Montenegro is not in the EU or Schengen Area. You do not need ETIAS authorization to visit Montenegro. However, if your flight transits through an EU/Schengen country, you will need ETIAS for that transit.
What Is ETIAS?
ETIAS (European Travel Information and Authorisation System) is a new electronic travel authorization for visa-exempt travelers visiting EU and Schengen Area countries. Similar to the US ESTA or Canada's eTA, ETIAS is not a visa — it is a pre-screening system that checks travelers before they arrive. It launches in late 2026 and becomes mandatory in 2027.

Important: Transit Through EU Countries
Most international flights to Montenegro connect through EU/Schengen airports like Frankfurt, Vienna, Rome, or Zurich. When you transit through these airports, you pass through Schengen border control — which means you need ETIAS. If you want to avoid ETIAS entirely, fly via Istanbul or Belgrade instead.
Common Transit Routes to Montenegro
| Transit Hub | ETIAS Required? | Details |
|---|---|---|
Frankfurt (FRA) | Required | Schengen zone — you clear immigration at Frankfurt |
Vienna (VIE) | Required | Schengen zone — border control at Vienna |
Rome (FCO) | Required | Schengen zone — immigration at Rome Fiumicino |
Zurich (ZRH) | Required | Schengen zone — Swiss border control applies |
Istanbul (IST) | Not Required | Turkey is NOT in Schengen — no ETIAS needed, direct flights to Podgorica |
Belgrade (BEG) | Not Required | Serbia is NOT in Schengen — no ETIAS needed, flights and buses to Montenegro |
ETIAS-Free Routes to Montenegro
If you prefer to avoid ETIAS requirements entirely, these transit hubs offer connections to Montenegro without entering the Schengen Area:
Via Istanbul (Turkish Airlines)
Turkish Airlines operates direct flights from Istanbul to Podgorica (1h50m). Istanbul Ataturk is a major international hub with connections from the US, UK, Asia, and Australia. No Schengen entry required.
Via Belgrade (Air Serbia)
Belgrade is just a 1-hour flight or 5-hour drive from Montenegro. Air Serbia connects Belgrade to major cities worldwide. Serbia is not in the Schengen Area, so no ETIAS is needed.
How to Apply for ETIAS
Visit the official EU website
Go to the official ETIAS portal at europa.eu/etias. Only use the official website — third-party sites charge extra fees on top of the EUR 20 application fee.
Complete the application form
Provide your personal details, passport information, travel itinerary, and answer security screening questions. You will need a machine-readable passport valid for at least 3 months beyond your planned trip.
Pay the EUR 20 fee
Pay by credit or debit card. The fee is free for travelers under 18 or over 70 years old, and for family members of EU citizens.
Receive your authorization
Most applications are processed automatically within minutes. Some may take up to 4 days for manual review, or up to 30 days in complex cases. Your ETIAS is linked electronically to your passport.

Use Only Official Sources

Frequently Asked Questions
Do I need ETIAS to visit Montenegro?
No. Montenegro is not in the EU or Schengen Area, so ETIAS is not required to enter Montenegro. However, if your flight transits through an EU/Schengen airport (Frankfurt, Rome, Vienna, etc.), you will need ETIAS for that transit.
Can I drive from Croatia to Montenegro without ETIAS?
You need ETIAS to enter Croatia (which is in the Schengen Area), but not for Montenegro itself. If driving from Croatia to Montenegro, you would need ETIAS for the Croatian portion of your trip.
What happens if my ETIAS application is denied?
If denied, you will receive an email with the specific reasons. You can appeal the decision within 14-30 days depending on the country that processed your application. A denial does not permanently bar you from reapplying.
Do Montenegrin citizens need ETIAS?
Yes. Montenegro is on the ETIAS visa-exempt list, meaning Montenegrin citizens traveling to Schengen countries will need ETIAS authorization starting in late 2026.
Is ETIAS the same as a visa?
No. ETIAS is a travel authorization, not a visa. It is simpler to obtain, costs less, and is processed mostly automatically. It does not replace visa requirements for countries that are not visa-exempt.
